The present Law implements the Federal Law on the protection of waters of 8 October 1971. It aims at conserving and improving the purity of both public and private surface waters and groundwater. Furthermore, it regulates the re-cycling and disposal of waste water. The law attaches great importance to the protection of the environment; therefore, the competent authorities shall take necessary steps to implement an environmental-friendly policy of waste water disposal. The Cantonal Council issues a plan for redevelopment of waters in the Canton based on the requirements of water and the available financial means. The local authorities shall keep a register of waste water providing appropriate details. Private waste water plants shall have to be built in common amongst several owners whenever it is necessary for water protection or if costs can be saved.
