This Law sets forth veterinary and sanitary rules and regulations, including the rights and the duties of the state and of natural and legal persons in the manufacture, processing, storage, transportation and trade of live animals and products of animal origin. The purpose of this Law shall be to: (a) ensure animal health; (b) prevent the spread of disease from animals to humans; (c) ensure the safety of foodstuffs of animal origin and animal feedstuffs; (d) regulate the testing and approval of drugs; (e) provide for veterinary and sanitary protection of the national territory against the introduction of infectious animal diseases. The Veterinary and Sanitary Service is organized and operates as a unified system represented by: (a) State Veterinary and Sanitary Service; and (b) freely practiced veterinary and sanitary activities. State veterinary and sanitary activities are carried out by the competent veterinary and sanitary authority and include the performance of state veterinary and sanitary supervision throughout the country. Freely practiced veterinary and sanitary activities are carried out by any private enterprise. Freely practiced veterinary and sanitary activity shall be licensed by the Licensing Chamber. The holder of a veterinary drug registration certificate must keep a detailed record of all suspicious side effects that have been reported to him. The Act consists of 12 sections: (1) general provisions; (2) veterinary and sanitary services; (3) veterinary and sanitary activities; (4) obligations, liabilities and authorizations in the area of veterinary and sanitary activities; (5) animal health, production and reproduction; (6) trade of foodstuffs of animal origin; (7) veterinary and sanitary protection of public health; (8) import, export and transit of commodities subject to veterinary and sanitary inspection; (9) protection of animal health and welfare; (10) financial matter; (11) delimitation of plenary powers of veterinarians. Bacteriological, virological and mycological research and laboratory diagnostics shall be applicable to fish diseases listed in the Annex. The operation of livestock facilities, quarantine farms, as well as farms for wild animals is allowed only after they have been authorized by the competent veterinary and sanitary authority in accordance with the law. The National Food Safety Agency develops veterinary and sanitary requirements for the protection of animals of zoos, zoos, reserves, wild animals, domestic and service animals, animals for competitions, animals in places of their temporary accumulation, animals belonging to species that are on the verge of extinction, and monitors compliance with these requirements.
