The purpose of this Law shall be to establish legal framework for the protection against radiation that allows to protect people who suffer from exposure to radiation due to their occupational, medical and residential surroundings and the environment risks posed by ionizing radiation, and regulates relations between natural and legal persons arising from activities with sources of ionizing radiation, including radioactive waste management, as well also the competence of state institutions in the field of state radiation protection management. It shall be applicable to planned, existing and emerging exposure situations involving exposure to radiation that needs to be assessed from a radiation or environmental point of view in order to ensure long-term protection of human health. The source of ionizing radiation is an object emitting ionizing radiation or releasing radioactive materials, which can cause exposure. The basic principles of ensuring radiation protection shall be as follows: (a) responsibility for radiation protection by the operators; (b) regulation of protection against radiation and supervision in the aforesaid sphere by regulatory bodies; (c) management protection system against radiation risks; (d) justification of actions in the sphere of protection against radiation for the benefit of the population, in particular risk assessment related to nuclear disasters; (e) optimization of protection against radiation; (f) limitation of the risks of exposure to radiation for the population; the limit shall not be applicable to medical exposure; (g) protection of the present and future generations; (h) nuclear accident prevention principle; (i) emergency preparedness and response principle; and (j) protection against natural ionizing radiation or ionizing radiation arising from activities not subject to regulatory control. Adding radioactive substances to foodstuffs, beverages, feeding stuff, cosmetics, toys, and jewelry and other commodities or products intended to be swallowed, inhaled, injected into the body or applied on the skin, with the exception of justified activities involving exposure for medical purposes, and import/export of radioactive substances shall be prohibited. This Law consists of XIII Chapters divided into 33 Articles. Chapter I lays down general provisions. Chapter II regards state radiation safety system management. Chapter III lists basic activities in the sphere of radiation subject to reporting. Chapter IV lists authorized licensed activities related to radiation safety. Chapter V establishes operators and staff duties in the sphere of radiation safety. Chapter VI regards healthcare of staff exposed to radiation. Chapter VII establishes criteria for exposure to radiation for medical purposes. Chapter VIII lists radioactive sources. Chapter IX regards physical protection against radiation sources. Chapter X regards training related to protection, including physical protection, against radiation. Chapter XI regards certification of operators in the sphere of radiation safety. Chapter XII deals with radioactive materials related to nuclear energy generation, certification, transport and packaging thereof. Chapter XIII regards international cooperation and exchange of information.
