These Regulations re-enact the Materials and Articles in Contact with Food Regulations, 1978, as amended. Principal changes effected by these Regulations are a result of implementation of Council Directive No. 83/229/EC relating to materials and articles made of regenerated cellulose film. The Regulations apply to materials and articles in a finished state intended to come into contact with food. Such materials and articles shall not, under normal and foreseeable conditions of use, transfer their constituents to food in quantities which could endanger human health or bring about an unacceptable change in the nature, substance or quality of the food (reg. 4). Limits are prescibed in regulation 5 for materials made with vinyl chloride polymers or co-polymers. Regulation 6 and Schedule 1 specify substances which may be used in the manufacturing of materials and articles made of regenerated cellulose. These Regulations also specify requirements and restrictions for labelling and make provision for enforcement and legal proceedings. (24 regulations divided into 4 Parts completed by 2 Schedules)
