Principal changes effected by these Regulations are a result of implementation of Commission Directive No. 93/10/EC relating to materials and articles made of regenerated cellulose film, as amended, and Commission Directive 92/15/EC. The Regulations apply to materials and articles in a finished state intended to come into contact with food. These Regulations:(a) substitute a definition of "import", (b) amend regulation 6 to reduce the maximum permissible limit for two substances and allow for sale or importation, or use of old film before a specified date; (c) require materials or articles made of regenerated film to be accompanied by a written declaration; (d) make an amendment with respect to offences; and (e) amend Schedule 1 to admit an additional substance, to prohibit the use of specified substances, and to add conditions and restrictions in respect of use of specified substances.
