The explanation of wildlife resources is given by Article 3. The provincial competent forestry authority shall be responsible for the administration of terrestrial wildlife. The protected areas, i.e. breeding grounds, wintering grounds, stopovers concentrated by key wildlife shall be delineated by the provincial competent wildlife authority, released after approval by the provincial government. The remaining articles of the Measures make provision, inter alia, for surveys of wildlife resources, hunting, closed areas and seasons, sale and purchase of wildlife, and offences and penalties.
