The certificates provided for by the veterinary Community legislation referred to in the Annexes to Legislative Decree No. 28 of 1993 shall be issued by official veterinarians or veterinarians authorized by the competent authority. The local health authorities, as well as the Regions and the Autonomous Provinces, shall control the above-mentioned certifying officers in order to: (a) ensure that certifying officers have a satisfactory knowledge of the veterinary legislation as regards the animals or products to be certified; (b) ensure the integrity of certification; (c) prevent false or misleading certificates. In case of breach of the obligations laid down in article 3, the competent health authorities shall undertake the necessary measures, including the suspension of the certifying officers from their duties.
