This Act enforces decisions made within the municipal or regional council concerning occurrences affecting environment harm, or imminent threat of environmental damage, which shall be dealt with under the Environmental Damage Act regulations. The appointed authority must submit a draft decision to the Ministry of Environment s relevant environmental center. The Environmental Protection Agency's opinion is binding to the municipal council or regional council. Environment Agency's opinions cannot be appealed as part of an appeal against a decision by Environmental Damage Law s Chapters 2-3. The appeal must be filed in accordance with its article 52.
