The present Ordinance implements, inter alia, the Water Law of Hessen of 22 January 1990 and the Council Directive 79/869/EEC concerning the methods of measurement and frequencies of sampling and analysis of surface water intended for the abstraction of drinking water in the Member States of 9 October 1979. In particular, the text lays down provisions relating to the abstraction of water from surface waters for the purpose of drinking water supply.
