These Regulations shall apply to all food additives other than colours, sweeteners, flavourings, and flour treatment agents. They shall not apply to products intended for export (reg. 2). Only substances listed in the Schedules may be used as foodstuffs. Maximum levels indicated in the Schedules refer to foodstuffs as marketed, unless otherwise indicated. Additives permitted for use must satisfy purity criteria laid down by Directive 96/77/EC and subsequent amendments thereto (reg. 6).
Schedules: Food additives generally permitted in foodstuffs not referred to in regulation 4(3); Foodstuffs in which a limited number of additives of the First Schedule may be used; conditionally permitted preservatives and antioxidants; other permitted additives.
