The President, in order to ensure stable development of agricultural sector, increase of agricultural production, crop yields, formation of the unified system of financing agricultural production for public procurement, as well as radical renewal of agricultural machinery and equipment and supply thereof to the agricultural producers, decrees to set up a Special Fund for financing of public purchase of agricultural commodities and supply of equipment to agriculture subordinated to the Cabinet of Ministers. The Fund shall perform the following tasks: (a) timely financing of settlements for the cotton and grain crops grown for public procurement; (b) allocation, on a returnable basis, of a loan to stimulate the supply on preferential leasing terms of modern high-performance agricultural machinery to farmers and other agricultural organizations involved in the cultivation of agricultural crops for public procurement; (c) ensuring systemic control over the correct and effective use of funds allocated for specific purpose; (d) coordination of the activities of all the units involved in the financing system that provide settlements for the purchased products - the Ministry of Finance, banks, procurement, servicing, leasing organizations, suppliers, and agricultural producers; (e) financing of implementation and further improvement of the settlement system based on the use of modern information and computer technologies; (f) studying of the experience of developing and developed countries in financing the agricultural sector with a view to subsequent introduction of positive results at the national level. The Fund shall be exempted from paying all types of taxes, except corporate income tax at the source of payment.
