The President, with a view of introduction of fundamentally new mechanism for targeted financing of agricultural production and supply of modern high-performance agricultural machinery and equipment, decrees to set up managing body of the Fund and to establish the following purposes for financing by the Fund: (a) timely financing of settlements for the cotton and grain crops grown for public procurement; (b) financing of supplies on preferential leasing conditions of modern high-performance agricultural machinery and equipment to farms and other agricultural organizations involved in the cultivation of agricultural crops for public procurement; (c) covering, if necessary, the negative difference between world prices and wholesale prices for cotton fiber, grain and cereals, in accordance with the approved price list for the current period; (d) covering the costs of payment of allowances allocated to cotton seed growing, scientific institutions that are originators of varieties, as well as other entities involved in production of cotton seeds; (e) financing procurement costs of supplies required for cotton production for farms; (f) repayment of loans attracted and interest accrued on them; (g) studying of the experience of developing and developed countries in financing the agricultural sector with a view to subsequent introduction of positive results at the national level; and (h) financing the maintenance costs of the managing body of the Fund.
