This Regulation establishes that the State Inspectorate on Potable Water Control subordinated to the Cabinet of Ministers shall be the national body of state administration. The Inspectorate shall perform the following functions: (a) controls compliance of water supply and sewage organizations, as well as consumers, with the rules and regulations on water supply and sewage services; (b) controls technological accounting of potable water at facilities, equipment and operation of meters (flowmeters) by water supplying organizations; (c) controls the timely performance of the technical audit of the objects of the water supply and sewage system and sanitation by water supplying organizations, as well as development and realization by the Ministry of Housing and Communal Services of the arrangements aimed at improving the technological process and energy saving; (c) controls the identification of violations of technical conditions for connection to water supply and sewage systems; (d) identifies unauthorized connections to the water supply and sewage system (illegal connections), as well as unaccounted (illegal) users; (e) controls the timely application of measures for the prevention, of accidents and malfunctions in the system of water supply and sewage in accordance with the rules of technical exploitation; (f) controls the compliance of water supply and sanitation organizations with established norms for potable water losses; (g) controls compliance with the requirements of regulatory documents in the field of technical regulation of use of groundwater; and (h) supervises the conditions of exploitation of water intake wells of underground water, accounting thereof, regardless of the forms of ownership.
