The Regulation sets rules regarding animal husbandry. Animals should have access to suitable and safe shelter. The Norwegian Food Safety Authority shall grant - upon application - a dispensation from the requirement for specific animal species, areas and seasons. The purpose of these regulations aims to avoid unnecessary suffering of animals, based on climatic and geographical conditions of the area(s) where they are kept. Also, the terrain conditions and/or vegetation and/or artificial devices which can provide adequate protection from the weather. The exemption does however NOT relieve the obligation to ensure that the animals receive supervision and care as set out in the Animal Welfare Act - article 24.
