The purpose of these Regulations is to provide for the protection, development and rational use of wild plant resources, the protection of biodiversity and the maintaining of ecological balances. The Text consists of 27 Articles.
The explanation of wild plants are given by article 3. The Departments of forestry and agriculture at or above county level shall be responsible for wild plant administration in their regions. The departments of wild plant administration shall: a) organize the investigation on wild plant resources and establish archives of wild plant resources; b) establish the natural protection areas in the natural concentrated distribution areas of wild plant species, in accordance with the provisions of relevant laws and regulations; c) monitor environmental impact on growth of wild plans, and take measures to maintain and improve the growth conditions of wild plants; d) conduct supervision and inspection on the activities of management and utilization of national grade 2 and provincial key protected wild plants. Units and individuals engaged in the introduction, cultivation and development of wild plants have the legitimate rights and interests protected by law. The remaining articles make provisions, inter alia, for collection, sale, purchase and export of wild plants, and offences and penalties.
