These Regulations continue to enforce for England Regulation (EC) No 999/2001 of the European Parliament and of the Council laying down rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies. They identify the TSE controls (listed in Schedules 1-7) that are subject to enforcement under these Regulations and deal with administration and enforcement by local authorities. The Secretary of State is the competent authority for the purposes of the EU TSE Regulation except as otherwise specified in paragraph 1 of Schedule 7 (the Food Standards Agency). Schedule 8 concerns restrictions on placing on the market and export of product consisting of or incorporating any material (other than milk) derived from a bovine animal born or reared within the United Kingdom before 1st August 1996.
