Definition

In order to have more leverage in negotiations within the UN system, countries with shared interests have, over the years, constituted negotiating blocs. These groups have become a permanent feature of the system and are very active in MEA negotiations. While these groups are effectively very important, their status is generally informal, as opposed to the formal status of Parties and even regional groups.
