This Law consists of 56 articles and provides for the management of the activities of the Hellenic Agricultural Organisation, for the establishment and operation of the olive grove management body and for the amendment of several Acts related to the strengthening of agricultural development. Part I concerns provisions for improving the efficiency of the Hellenic Agricultural Organisation through the definition of a regulatory framework for its management. The Law specifies: name and functions of the organisation, including: a) advisory support to the Ministry of Rural Development and Food for the formulation of agricultural policy, b) advisory assistance to farmers for training, c) conduction of agricultural research and promotion of innovation and technological development to improve the conditions of production, processing and marketing of agricultural products, protect the environment and improve the living conditions of agricultural workforce, d) ensuring quality of agricultural products through controls, e) recording, conservation and utilisation of national plant, animal and microbial genetic resources related to agriculture, food and the environment through the maintenance of National Collections and Genetic Material Banks, f) the continuous monitoring of phenomena such as climate change and food crises, and their potential consequences in the agri-food sector, g) the control and certification of agricultural products and food, through the implementation of certification systems, h) issuance of standard documents, in order to ensure compliance of agricultural products and food with European and International standards.
The Law defines management bodies of the organisation and their administrative and executive powers, their obligations and responsibilities. Other matters covered by this Part of the Law concern: provisions related to the agricultural research and audit activity of the organisation; role of scientific institutes, ethics committees, gender equality and anti-discrimination committee; special committee for the production of cheese and other milk products; financial resources management. Part II concerns establishment of the Special Agency for the management of Traditional Olive Grove, in order to improve sustainable development of the country, protect and promote agricultural economy, and ensure environmental protection. The Law defines administrative and financial autonomy of the Agency, management bodies and their responsibilities, functions of the Agency, including: promotion of the traditional form of olive cultivation, the improvement of the quality of the olive products, maintenance and care of rural roads, management of waste and water resources, protection of biodiversity and protected areas, management of forestry services in the Elionas area.
Part III concerns individual interventions necessary to strengthen agricultural development, through the amendment of several Acts, and particularly related to: concession of the use of agricultural properties, measures for the olive oil sector, aids granted by the Ministry of Rural Development and Food, arrangements of matters regarding the damages caused due to hailstorms and fires, increasing of fishing capacities of vessels, management of fishing methods and gears, financial compensation to fisheries and aquaculture operators. The amendments concern: Law no. 2637 of 1998 on authorisation for determining the geographical boundaries of highly productive agricultural land; Law no. 3874 of 2010 on the Registry of Farmers and Agricultural Holdings; Law no. 4061 of 2012 on the management and protection of the immovable property of the Ministry of Rural Development and Food; Law no. 4351 of 2015 on Grazing Land and other provisions.
