These Measures are formulated to to implement the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the Administrative Licensing Law of the People's Republic of China, the Wildlife Protection Law of the People's Republic of China, the Regulations of the People's Republic of China on the Protection of Wild Plants, the Regulations of the People's Republic of China on the Administration of the Import and Export of Endangered Species of Wild Fauna and Flora, and the Measures for the Administration of Import and Export Certificates of Wild Fauna and Flora, improve the efficiency of the import and export management of endangered species, provide better services to licensees, and promote the legal, healthy, and orderly development of wildlife import and export trade activities.
The Office of the Import and Export Administration of Endangered Species of the People's Republic of China shall establish a data platform for the graded management system for licensees of administrative licensing matters, to carry out the review and adjustment of the graded management of licensees, and publish the grading results to the public on this data platform.
