1. Decides to negotiate further and to consider for adoption at its fourth meeting the procedures and institutional mechanisms on noncompliance required under article 17 of the Convention; 2. Decides also that the draft text contained in the annex to the present decision, bearing in mind the proposal of the Chair of the contact group contained in the appendix to the draft text, shall be the basis for its further work on the procedures and institutional mechanisms at its fourth meeting.
