For several reasons, one being the implementation of Council Directive 90/667/EC, the Animal Destruction Decree needed urgent modification, to the extent that it was replaced by a new Decree. This new Decree regulates the processing of high-risk waste of animal origin, processing of low-risk waste of animal origin and the transportation of animal waste. Chapter 2 provides rules with respect to arrangements in processing establishments such as the use of materials, hygienic equipment, desinfecting equipment, processing installations, etc. Chapter 3 contains rules with respect to work procedures in processing establishments, particularly those used for processing of high-risk waste. Chapter IV provides for the processing of low-risk waste used for animal feed, technical products or pharmaceutical products. Transportation of animal waste is regulated in Chapter 6. Chapter 7 provides requirements with respect to storage, transportation and treatment of animals which have died as a result of infectious diseases. The remaining chapters deal with regulation-making powers of the Minister regarding end-products, dead cats and dogs, administration, compensation of damage, and other matters.
