Section 1 declares that the Act shall apply to food, meat products, beverages, stimulants, meant to consumed by human beings and excludes products covered by the Medical Products Act (SFS 1992: 859) from its sphere of application. It also defines "added substances" and "foreign substances". Section 2 introduces the basic definition of "handling" including slaughtering, and manufacturing, preparation, treatment, packing, storage, re-packing, transportation and conservation, sale vending, presentation of food. The Government may issue rules relative to potable water including its household use of water (sect. 3). Sections 5 to 7 concern the quality of food. Sections 8 to 12 contain rules relative to handling of food. Labelling of food is provided for in sections 13 to 15. Sections 16 to 20 make provision for the sale to the public of food. Sections 21 to 23 concern personal hygiene and hygiene in premises where food is handled. Control and supervision of food quality and hygiene shall be coordinated by the State Food Inspection Agency and be implemented at local level by county and municipal authorities (sects. 24 to 29). Section 29a prescribes fees, whereas sections 30 to 36 deal with legal responsibilities for incorrect or illegal practices and appeal against decisions within the administration or with the administrative court.
