This Act, which is composed of 98 articles, regulates the health care of plants, targets and obligations relating to the occurrence, prevention, spread and control of harmful organisms on plants, plant products and other objects. This Act also lays down provisions governing biological control, exchange of data and information system, public service of plant health, and identifies the authorities responsible for the implementation of this Act and for the inspection and supervision. The objectives of Plant Heath Act are: (1) protection of plants and plant products against harmful organisms; (2) prevention from the spread of pests; (3) identification of pests; (4) supporting optimal crop production; (5) protection of the environment to carry out continuous monitoring of harmful organisms; (6) guiding and monitoring of development activities to protect the health of plants; (7) education and raising of the public awareness about protecting the health of plants. This Act applies to live plants and live parts of plants, including seeds. This Act lays down that there will be established the Administration of the Republic of Slovenia for Plant Protection and Seeds, as a body within the Ministry of Agriculture, Forestry and Food, to ensure plant health and to perform other functions under this Act and to implement international conventions and international agreements on plant health.
