This Regulation establishes a European Community system for control, inspection and enforcement aimed at ensuring compliance with the rules of the common fisheries policy. These provisions apply to all activities covered by the common fisheries policy carried out on the territory of Member States or in European Community waters or by European Community fishing vessels or, without prejudice to the primary responsibility of the flag Member State, by nationals of Member States. Specific rules are laid down as regards access to waters and resources, monitoring and control of the use of fishing opportunities. The Regulation also concerns control programmes related to illegal, unreported and unregulated (IUU) fishing.
