This Directive makes provision in matter of production and placing on the market of the cocoa and chocolate products referred to and described with detail in Annex I. The latter concerns namely the sales names, definitions and characteristics of the products (such as cocoa butter, cocoa powder, drinking chocolate, milk chocolate). Article 2 refers to the vegetable fats other than cocoa butter that may be added to certain chocolate products. That addition, nevertheless, may not exceed 5 percent of the finished product. Moreover, chocolate products containing vegetable fats other than cocoa butter may not be marketed unless the labels are supplemented by a conspicuous and clearly legible statement contains vegetable fats in addition to cocoa butter . In the implementation of this Directive, the Commission shall be assisted by the Standing Committee on Foodstuffs established under Council Decision 69/414/EEC. Directive 2000/13/EC of the European Parliament and of the Council on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs shall apply to the products covered by these provisions.
