This Directive makes rules on undesirable substances in products intended for animal feed. It applies without any prejudice to the provisions laid down in Directive 70/524/EEC on additives in feedingstuffs, Directive 96/25/EC on the marketing of compound feedingstuffs, Directive 82/471/EEC on certain products used in animal nutrition, Directive 93/74/EEC on feedingstuffs intended for particular nutritional purposes and Community legislation relating to veterinary matters in connection with public health and animal health.
The Directive stipulates that products destined to animal feeding may enter for use in the Community from third countries, be put into circulation or used within the Community as long as they are sound, genuine and of merchantable quality and therefore are not likely to cause any danger to human health, animal health or the environment. In particular, Annex I to this Directive contains the list of undesirable substances in animal feed and related maximum levels. Member States shall carry out investigations to identify the sources of undesirable substances and transmit to the Commission the reports prescribed by article 4.

Member States are required to adopt and publish the laws, regulations and administrative provisions necessary to comply with this Directive by 1 May 2003 at the latest. The measures hereby laid down shall apply from 1 August 2003.An unofficial consolidated version of the present Regulation as amended last by Commission Regulation (EU) 2017/2229 of 4 December 2017 is attached.
