Member States are hereby required to take the appropriate steps to eliminate pollution of inland surface waters, territorial waters and internal coastal waters by certain dangerous substances (those listed in Annex I). All discharges into the waters above-mentioned which are liable to contain any such dangerous substance, shall require prior authorization by the competent authority of the Member State concerned.
