These Regulations prescribe import, export and movement controls on plants and plant products to comply with European Community measures to prevent the introduction or spread of plant diseases and pests. The Regulations introduce restrictions on the introduction (from third countries) and movement within the State and out the State of organisms or plant and plant product as listed in specified EC legislation. Subject to Regulation 8 (exemptions), a person shall not import, produce, distribute, move or dispatch a plant, plant product or other things unless he or she is entered in a register maintained under this Regulation.
